Program Planning 2017

What is Program Planning?

The League’s program consists of those governmental issues that the League has chosen for concerted study and action at the national, state or local level. The program process is specified in the bylaws and includes the following steps:

•  Formal adoption of an issue for study. This would be done by local League members at an annual  meeting, or by convention delegates at a state or national convention.
•  Member study and agreement on broad concepts.
•  Formulation of a position by the appropriate board of directors.
•  Action as directed by the board of directors.
•  Annual or biennial re-adoption of the position (“Program Planning”).

League action may be taken only in those areas where member understanding and agreement have arrived at a general public policy position. Issues addressed reflect community concerns and range from local park facilities to election reform, from childcare to nuclear waste disposal, from air pollution to international trade, from mental health to energy policy.

Locally, Program Planning meetings take place every January or February to re-examine the program policy positions of LWVUS (even years), state Leagues (odd years), and local Leagues. Materials for the 2017 LWVGC Program Planning meetings are available below.

This year’s Program Planning review will look at LWV of Ohio (LWVO) positions in advance of the LWVO convention to be held May 5 – 7 in Cuyahoga Falls. Also to be reviewed are the LWV of Greater Cleveland (LWVGC) positions (see the LWVGC Program Review Committee’s documents listed below), and possibly LWVGC chapter positions.

While the meetings are being organized by chapters, any LWVGC member may attend any one of the meetings in order to review LWVO and LWVGC program positions. Chapter positions will be reviewed in their respective chapter meetings.
